Investment-Ready Solar Projects: The IC-Ready Dossier Standard

An investment-ready solar project is one where the dossier is complete enough to support an Investment Committee decision. Beyond the project itself, what matters is the documentation: legal, technical, fiscal, bankability — assembled in a coherent data room.

What defines an investment-ready solar project

Investment-ready solar projects Italy

IC-ready is a dossier standard, not a permitting stage. A project is investment-ready when an Investment Committee can vote on the acquisition with sufficient information across all material dimensions:

  • Legal due diligence — authorisation validity, land title chain, contractual obligations, litigation status
  • Technical due diligence — Lender’s Technical Advisor (LTA) report covering yield, design, BoP, grid connection
  • Fiscal due diligence — SPV tax position, deferred tax assets/liabilities, transfer pricing
  • Bankability assessment — debt sizing, debt-to-equity ratio, debt service coverage ratio under base and downside scenarios
  • Commercial structure — PPA term sheet (or merchant strategy), EPC contract terms, O&M arrangements

Investment-ready vs RTB and shovel-ready

The three terms address different dimensions of project readiness:

  • RTB — focused on authorisation and physical readiness (can construction start?)
  • Shovel-ready — Anglo-Saxon equivalent of RTB, focused on construction-readiness
  • IC-ready — focused on documentation completeness (can the IC vote?)

A project can be all three at once, or IC-ready before fully RTB. The sequence depends on developer strategy and investor diligence depth.

How we operate: scouting, not brokerage

READYTOBUILD.SOLAR operates as an independent scouting and advisory platform. We identify, qualify and present Italian solar projects to international investors. We are not a broker, dealer, financial advisor or regulated intermediary, and we do not provide investment advice, securities placement or capital markets services.

Our role is to bridge the information gap between Italian developers and international capital. Investors and developers engage their own legal, technical and financial counsel for transaction execution.

Why Italy offers investment-ready solar assets

The Italian developer base has matured significantly in dossier preparation. Originating developers increasingly structure projects with international investor diligence in mind:

  • Bilingual documentation (Italian / English) for international IC presentations
  • Data rooms structured in standard categories aligned with international diligence practice
  • Independent advisor reports commissioned proactively (LTA, legal, tax)
  • Lender-friendly structuring in anticipation of project finance discussions

This dossier maturity reduces the gap between Italian projects and international investor expectations — a material factor in Italy’s competitiveness as a deployment market. See the country thesis on solar projects in Italy.

READYTOBUILD.SOLAR is part of a wider Italian solar platform ecosystem: rtb.solar for Italian-language marketplace access, sviluppo.solar for co-development opportunities, and terreni.solar for land sourcing and site control.

How investors approach IC-ready opportunities

Investor types map to different dossier requirements:

  • Private equity funds — emphasis on financial modelling, hold-period IRR, exit assumptions
  • IPPs and utilities — emphasis on technical fit with existing operations, build-and-own integration
  • Infrastructure funds — emphasis on yield stability, bankability, dividend trajectory

Frequently Asked Questions

What is an investment-ready solar project?
An IC-ready (Investment Committee-ready) project has a complete due diligence dossier suitable for institutional review. This includes legal, technical, fiscal and bankability analysis, allowing an investment committee to approve the acquisition without significant outstanding diligence items.
Is investment-ready the same as RTB?
Not necessarily. A project can be IC-ready before becoming fully RTB — for instance, with VIA approved but AU still in final issuance. The IC-ready definition focuses on dossier completeness, while RTB focuses on authorisation completion.
What documents should an IC-ready dossier contain?
Typical contents: authorisation and environmental clearances; grid connection documentation; land title and surface rights; technical project documentation; lender’s Technical Advisor (LTA) report; legal due diligence; tax position of the SPV; preliminary EPC and PPA term sheets.
Who prepares the IC-ready dossier?
Usually the originating developer in coordination with the investor’s advisors. The dossier evolves through diligence iterations until the IC vote.
Does READYTOBUILD.SOLAR review dossiers?
We facilitate access to dossier information from originating developers, but formal review and validation remain the responsibility of the investor’s legal, technical and financial advisors.
